Spencer J. Cox

18th Utah Governor

Gov. Spencer J. Cox is a husband, father, farmer, recovering attorney, and Utah’s 18th governor. He also served as the 2023-2024 chairman of the National Governors Association, opens in a new tab.

Gov. Cox has a long track record of public service, serving as a city councilmember, mayor, county commissioner and state legislator before being appointed as Utah’s lieutenant governor in 2013. He was sworn in as governor on Jan. 4, 2021.

During his first term in office, Gov. Cox cut $1.1 billion in taxes, implemented landmark changes in water law, water conservation and infrastructure planning, locked in record funding for education and teachers, enacted universal school choice and secured funds for affordable housing. A long-time advocate for suicide prevention and mental health resources, he’s become a national voice on protecting youth from the harms of social media. He also signed early education and workforce program funding, launched the One Utah Health Collaborative, and expanded opportunities for women, diverse communities and those living in rural parts of the state.

With a focus on solutions, Gov. Cox promotes respect in politics and innovation in government, works across party lines to find common ground and regularly participates in hands-on service projects. A sixth-generation Utahn, Gov. Cox was born and raised in Fairview, a town of 1,200 in the center of the state. He met First Lady Abby Palmer Cox at age 16 and they married after he returned from serving a two-year mission for The Church of Jesus Christ of Latter-day Saints in Mexico. He attended Snow College, Utah State University and the Washington and Lee University School of Law, then clerked for U.S. District Judge Ted Stewart and worked at a Salt Lake City law firm. Several years later, Gov. Cox and First Lady Cox moved back to Fairview to raise their four children – Gavin, Kaleb, Adam, and Emma Kate – on the family farm. The governor and first lady currently reside in the Kearns Mansion, also known as the Governor’s Mansion, in Salt Lake City.

Head of Strategic Futures, OpenAI

Dean Woodley Ball is Head of Strategic Futures at OpenAI, a Nonresident Senior Fellow at the Foundation for American Innovation, a Visiting Fellow at the Heritage Foundation, and author of the AI-focused newsletter Hyperdimensional. His work focuses on technological change, institutional evolution, and the future of governance.

Prior to this, he served as Senior Policy Advisor for Artificial Intelligence and Emerging Technology at the White House Office of Science and Technology Policy, where he was the primary staff drafter of America’s AI Action Plan. In addition, during his time in government he was a Strategic Advisor for AI at the National Science Foundation, and Co-Chair of the National AI Research Resource Pilot Steering Committee, the National Science and Technology Council’s Subcommittee on Machine Learning and AI, and the General Services Administration’s AI Community of Practice.

Casey Cameron

Commissioner, Utah Department of Workforce Services

Casey R. Cameron has served as Executive Director of the Utah Department of Workforce Services since Dec. 2020. She leads a department of 2,200 employees that manages more than 100 state and federal programs with an operational budget of over $2 billion. Each year, more than 500,000 Utahns use Workforce Services’ programs, including employment services, unemployment insurance, public assistance, childcare assistance, refugee services, housing, rehabilitation, and homeless services.

Before becoming executive director, Casey spent more than eight years as a deputy director. During that time, she has helped guide major changes, including creating new divisions, launching new programs, and leading the department through the COVID-19 pandemic.

Casey co-chairs Utah’s State Workforce Development Board on behalf of Governor Cox and serves on the Utah Homeless Services Board. She is the past co-chair of Utah’s Intergenerational Poverty Commission and Governor’s Early Childhood Commission. She is a recipient of the 2018 Governor’s award for leadership and the 2010 Governor’s award for innovation and efficiency. In 2023, Casey was elected to the Board of Directors for the National Association of State Workforce Agencies (NASWA) and is now an alternate for her region. She also co-chairs NASWA’s Veterans Committee. Casey is a graduate of the University of Utah with a bachelor’s degree in social and behavioral health.

Tino Cuéllar

Chief Global Affairs Officer, Anthropic

Mariano-Florentino (Tino) Cuéllar is Anthropic’s Chief Global Affairs Officer, responsible for the company’s policy priorities, global and national security strategies, and government relationships.

Before joining Anthropic, he was President of the Carnegie Endowment for International Peace, and previously, a justice of the Supreme Court of California. He has served in the White House and federal agencies across three presidential administrations, on the President's Intelligence Advisory Board, and on the US Department of State's Foreign Affairs Policy Board. He was a Trustee of Anthropic's Long-Term Benefit Trust from January 2026 until stepping down to join the company.

Cuéllar has also been a longtime member of the Stanford University faculty, with a focus on democracy and public law, artificial intelligence, and international security. Most recently he has served as the Cameron Schrier Family Professor at the Law School and a Senior Fellow at the Institute for Human-Centered Artificial Intelligence. Earlier, he led the Freeman Spogli Institute for International Studies, the Stanford Cyber Initiative, and the Center for International Security and Cooperation.

He holds a BA from Harvard College, a JD from Yale Law School, and a Ph.D. in political science from Stanford."

Senator John Curtis

U.S. Senator for Utah

John R. Curtis proudly represents Utah in the United States Senate. A former mayor and congressman, he is known for advancing consensus-driven policies and promoting commonsense, conservative leadership.

Since being sworn in as senator in 2025, Curtis has focused his efforts on the preeminent issues for Utah and the country. Solving longstanding water and wildfire problems, bringing down the cost of living for hardworking families, and ensuring quality of life remains strong amid rapid growth are his top priorities for the state. On the national front, the senator is working to tackle the burgeoning $40 trillion national debt; ensure an affordable, reliable, and clean energy future; hold China accountable; ensure AI safety; and protect the young and vulnerable online.

Prior to the Senate, Curtis served for seven years in the U.S. House of Representatives, representing Utah’s Third Congressional District, where he secured 28 pieces of legislation into law and founded the Conservative Climate Caucus. Before that, he served for two terms as the mayor of Provo, Utah.

Before entering public service, Curtis was a small business owner. He and his wife, Sue, have been married for 44 years and reside in Provo. They have six children and 19 grandchildren.

Elder Gerrit W. Gong

Quorum of the Twelve Apostles, The Church of Jesus Christ of Latter-day Saints.

Elder Gerrit W. Gong is a member of the Quorum of the Twelve Apostles, a senior governing body in The Church of Jesus Christ of Latter-day Saints. He holds Ph.D. and Masters degrees in International Relations from Oxford University, where he was a Rhodes scholar. His Bachelor of Arts degree in Asian and University Studies summa cum laude is from Brigham Young University. For 10 years, Professor Gong was Assistant to the President for Planning and Assessment and Professor of Political Science at Brigham Young University. During those years, he also served on the U.S. Secretary of Education’s National Advisory Committee for Institutional Quality and Integrity (NACIQI), which helps certify higher education accreditation. For 20 years, Dr. Gong served as Special Assistant to the Undersecretary for Political Affairs, Special Assistant to two U.S. Ambassadors in Beijing, China, among various positions at the U.S. Department of State, and as Asia Director and China Chair at the Center for Strategic and International Studies (CSIS) in Washington, D.C., where he advised policy in the executive, congressional, and judicial branches of government. A Silicon Valley kid, Gerrit was born in Redwood City, California. His father co-authored a physics text (Mechanics) with the Nobel laureate who discovered the transistor effect and pioneered semiconductors. At the U.S. Department of State, Gerrit worked with Secretary George P. Shultz to identify implications for diplomacy of the concentrations of information, technology, and capital which create the age of artificial intelligence. Gerrit and his wife Susan have been married for 45 years and love their children and grandchildren.

Royal Hansen

VP of Engineering, Google

Royal Hansen is a Vice President of Engineering at Google. Most recently, he led the Privacy, Safety and Security team (the CISO for Alphabet), which is the central engineering function that builds and scales the foundational technology that keeps billions of people safe online.

Over the last several years, Royal and his team have focused on cybersecurity threat detection, analysis and counterabuse, building advanced AI/ML security technologies, and protecting privacy, identity and data. He continues to work on safety innovations across Google, so that users, governments, and society can benefit.

Prior to Google, Royal worked in the financial services industry, with leadership positions at American Express, Goldman Sachs, Morgan Stanley and Fidelity Investments. In these roles, he focused on protecting the security and integrity of the companies’ technology systems and the information they processed, managed regulatory risk and compliance standards, and enabled technical resilience through his teams’ work on disaster recovery and business continuity.

Royal began his career at cybersecurity startup @stake, acquired by Symantec. He holds a BA in Computer Science from Yale University, and was awarded a Fulbright fellowship in information sciences and Arabic language study, which he completed at the United Arab Emirates University.

Eric J. Holcomb

Co-Chair, RAISE US

Former Governor of Indiana

Eric J. Holcomb is the Co-Chair of RAISE US - a national, nonpartisan organization partnering with states, employers, training partners, and workers to help Americans make a successful transition to an AI economy. Previously, he served as Indiana's 51st Governor

During his two terms as governor, Holcomb focused on economic growth, workforce development, and infrastructure, earning Indiana a AAA credit rating from all three major credit agencies. Under his leadership, Indiana attracted record-breaking capital investment — $28.7 billion in 2023 alone, $20 billion of which came from foreign direct investment. Holcomb cut personal income and corporate taxes, paid down 35% of all state debt, and refunded over $1.5 billion to Indiana taxpayers, while adding $154 billion to the state's GDP.

Holcomb implemented a fully-funded 20-year, $60 billion roads program and completed the largest new commuter rail project in America. He launched the Next Level Jobs program to connect Hoosiers to high-demand, high-wage careers and signed a $1.47 billion increase in K-12 education funding. During President Trump’s first term, Holcomb was appointed to serve on his American Workforce Policy Board. Forbes recognized Indiana as the best state in the U.S. to start a business during his tenure. In 2018, The Hill named him one of ten governors shaping the future of politics.

Prior to serving as governor, Holcomb served as Indiana's Lieutenant Governor. He is a graduate of Hanover College and served six years of active duty in the U.S. Navy. A lifelong Hoosier, Holcomb and his wife, Janet, live in Brownsburg, Indiana.

Co-founder/Co-CEO, RSL Collective

Doug Leeds is co-founder and co-CEO of RSL Collective, a nonprofit, publisher-led collective licensing organization formed by more than 1,500 publishers and media brands to make AI content licensing practical at internet scale. RSL Collective enables AI companies to license content from participating publishers through a single blanket agreement, while publishers retain control over what content they license, to whom, and for which uses.

Doug has spent his career at the intersection of technology, media, and the internet. He founded IAC Publishing, now People Inc., and served as its CEO, overseeing brands including About.com, The Daily Beast, Investopedia, Dictionary.com, and Ask.com. He previously served as CEO of Ask.com and Dictionary.com.

Doug is also a co-founder of the Human Consent Foundation, which gives people control over AI use of their identity and creative work, and a member of the professional faculty at UC Berkeley’s Haas School of Business. He received his B.A. from UC Berkeley and his J.D. from Georgetown University Law Center.

Lexi Pasi

CEO and Co-founder, Lucidity Sciences

Alexandra (Lexi) Pasi is the CEO and co-founder of Lucidity Sciences. A mathematician and logician by training, Alexandra has applied that knowledge in a variety of business and technical domains, establishing herself as a dynamic strategist, data leader, and ML innovator. She has worked as a leader and practitioner within organizations from startup to enterprise to build impactful analytics and AI/ML capabilities from the ground-up. She completed her PhD in Mathematics at Baylor University, receiving the Outstanding Dissertation Award for her interdisciplinary work in logic and formal systems. Her work in machine learning began in 2011, with theoretical and applied research in kernel learning methods. She later helped expand on that work to develop a novel, general-purpose, highly-scalable ML approach - one which significantly and consistently outperforms state-of-the-art ensemble solutions in accuracy, latency, and compactness. With her team at Lucidity Sciences, she has brought that same technology to market with successful and transformative applications in various industries from medicine to finance.

Matt Sigelman is President of the Burning Glass Institute, a nonprofit data laboratory working at the
intersection of the future of work and the future of learning to advance economic mobility, shared
prosperity, and improved outcomes for workers and learners. Named by Forbes to its Future of Work 50,
Matt has dedicated his career to bridging the gap between talent and opportunity.
Previously Chairman and CEO of Lightcast, Matt pioneered the field of real-time labor market analytics, a
breakthrough innovation that transformed the way employers, education institutions, policy makers, and
workers understand, plan for, and connect with the world of work.
In addition to serving as Senior Advisor at the Harvard Project on the Workforce and a Futures Fellow at
the Stanford Center on Longevity, Matt is a member of the RAISE US advisory board and the New York
State FutureWorks Commission. He writes widely on the job market, has testified before Congress, and is
consulted frequently by public officials and the global media. He is also Founder of the Main Line
Classical Academy, an elementary school bringing the classical liberal arts curriculum and rigorous study
in math and science to the kindergarten level on up and dedicated to the idea that children are never too
young to learn great things.

Nirav R. Shah, MD, MPH, is a Senior Scholar at Stanford University School of Medicine. His career spans the digital transformation of health systems, public and private health insurance, and research and clinical operations. A Harvard- and Yale-trained physician, he serves as an independent director of STERIS plc [NYSE: STE], an advisor to HHS and CDC, and a trustee of the John A. Hartford Foundation. He previously served as New York State Commissioner of Health and Chief Operating Officer of Kaiser Permanente Southern California, and co-founded Qualified Health, a generative AI health technology company.

Assistant Director for Health and AI at the White House Office of Science,
Technology Policy and Senior Advisor, U.S. Department of Health and Human Services

Wylie van den Akker is Assistant Director for Health and AI at the White House Office of Science and Technology Policy and Senior Advisor in the Immediate Office of the Secretary at the U.S. Department of Health and Human Services. He focuses on clinical AI and other HHS and White House science-and-technology priorities, including the Administration’s work to advance super intelligence in healthcare, biomedical discovery, and federal health operations.

At the Centers for Medicare and Medicaid Services’ Office of Health Technology Products, he is leading modernization of CMS’s claims adjudication system while advancing interoperability and clinical AI. Wylie previously served in the U.S. DOGE Service, co-founded Collective Medical (acquired by PointClickCare in 2020) and later served as VP of Innovations, building a national care-coordination network, AI clinical decision-support models, and SMART on FHIR tools. He earned a B.S. in Computer Science from Brigham Young University and was the EY Utah Region Entrepreneur of the Year in 2018."

Margaret Woolley Busse

Commissioner, Utah Department of Commerce

Margaret Woolley Busse was appointed by Governor Spencer Cox in January 2021 to serve as a member of his cabinet as the Executive Director of Utah’s Department of Commerce. Thus far in her tenure, she has worked on regulatory reform, streamlining the regulatory process, and reducing regulatory fees. Specifically, she worked with legislative partners to create the new Office of Professional Licensure Review (OPLR). The first of its kind in the nation, OPLR takes a systematic approach to reviewing Utah’s professional licensing regulation in order to find ways to reduce the licensure burden as well as increase access and decrease cost for consumers of professionally licensed services. OPLR’s first review resulted in the passage of a groundbreaking new law that will vastly increase Utah’s behavioral health workforce through regulatory reform in order to address Utah’s mental health crisis.

In addition, Ms. Busse is leading efforts to create streamlined pathways for foreign-credentialed immigrants and refugees to obtain professional licenses, enabling them to work at their trained skill level here in Utah.

Under the direction of Governor Cox, Director Busse has played a key role in holding social media platforms accountable for their harm to minors by helping to craft appropriate legislative measures and through the Department of Commerce's lawsuits against TikTok and Meta. Under her leadership, the Department of Commerce published proposed rules for age verification and parental consent to operationalize Utah's groundbreaking new social media law, which the department is charged with enforcing.

Finally, in partnership with Utah’s legislative leadership, Ms. Busse is driving forward an innovative approach to artificial intelligence that will help Utah to ensure it is protecting the public, encouraging innovation, and enabling it to observe and learn about how to regulate effectively. The approach includes the creation of the new Office of Artificial Intelligence (OIAP), which is tasked with both providing regulatory relief to qualifying AI-focused companies and making regulatory policy recommendations through its policy learning lab.

Ms. Busse serves as a member of the One U Responsible Artificial Intelligence External Advisor Committee and a member of the Talent Ready Utah Board. In 2024, she was named a Most Influential Woman by Utah Business Magazine, was the recipient of the Cyber Pioneer Award from the Utah Bar Association, was a finalist for 2024 Utah Women in Tech award, and awarded RevRoad’s Championing Women in Business recognition.

Before her appointment to Commerce, Ms. Busse was an adjunct faculty member for BYU’s Political Science Department and an advisor to social impact organizations. Ms. Busse also served for several years as the Associate Director of the Social Enterprise Initiative at Harvard Business School, where she developed an alumni impact investing program and worked on issues such as the future of work, opportunity, prosperity for all, and educational improvement. In addition, Ms. Busse worked as a strategy consultant at the Bridgespan Group and spent several years at the U.S. Treasury Department as a Presidential Management Fellow. Ms. Busse developed her passion for public service by serving for many years in leadership roles in local government.

Ms. Busse is the recipient of Utah Business’s 2024 Most Influential Women award, Women Tech Council’s 2024 Women in Tech Award finalist, and the Utah Bar Association’s 2024 Cyber Pioneer Award. She holds an MBA from Harvard University, a master’s degree in Public Policy from Brigham Young University, and a bachelor’s degree in both Public Policy and Economics from Brigham Young University, where she graduated cum laude and with university honors. She is a Utah native, and she and her husband, Franz, have five children, ages 11 to 21.

Jefferson Moss

Commissioner, Governor's Office of Economic Development

Jefferson Moss was appointed by Governor Spencer Cox in May 2025 to serve as the Executive Director of Utah’s Governor's Office of Economic Opportunity.

Moss was previously the Associate Commissioner of Innovation, Commercialization and Economic Development at the Utah System of Higher Education and Managing Director of the Utah Innovation Fund. In this capacity, he led USHE’s involvement in the major economic development efforts and was responsible for overseeing the strategic initiatives and day-to-day operations at the Innovation District at The Point and coordinating innovation efforts throughout Utah. Moss also served as AVP of central advancement at UVU and the COO for the UVU Foundation. In these positions, he launched the UVU Wolverine Fund, a student-run venture capital fund, and the Excellence and Innovation Initiative. Prior to UVU, Moss served as a wealth strategist at Key Bank and Credit Suisse and launched several successful businesses. He received his Bachelor of Arts in Political Science and Master of Business Administration from Brigham Young University. He also served in the Utah House of Representatives as well as on the Utah State Board of Education and the Saratoga Springs City Council and Planning Commission.

Eric J. Beane

Co-President, RAISE US

Eric J. Beane is President and Chief Operating Officer of RAISE US. He leads the organization's day-to-day operations, overseeing fund development and translating strategic vision into effective business practice. His work connects public- and private-sector partners around a shared goal: supporting the American workforce in successfully transitioning to an AI economy.

Beane brings extensive experience across the public and private sectors. He served as Chief Operating Officer to the Governor of Rhode Island and as Secretary of Health and Human Services for the state, roles in which he led complex operations and drove cross-agency results. At the federal level, he served as Deputy Under Secretary for Industry and Security at the U.S. Department of Commerce, where he helped shape U.S. policy on advanced technologies and export controls. He also held a senior leadership role at Unite Us, a mission-driven technology company, where he led regulatory and government strategy during a period of rapid growth. He began his career as a trial attorney at the U.S. Department of Justice.

Chris Bramwell

Chief Privacy Officer, Director of the Utah Office of Data Privacy

Christopher Bramwell serves as Utah's Chief Privacy Officer and Director of the Utah Office of Data Privacy within the Department of Government Operations. Appointed by Governor Spencer J. Cox, he leads Utah's statewide privacy program, oversees implementation of the Government Data Privacy Act, and directs statewide initiatives related to privacy, data governance, and state-endorsed digital identity.

Christopher has led the development of Utah's privacy framework and is leading the policy strategy for the nationally recognized State-Endorsed Digital Identity (SEDI) initiative, which advances privacy-preserving, individually controlled digital identity through state-led governance. He frequently collaborates with state, national, and international partners on emerging technology policy and regularly advises policymakers on privacy, AI, and digital trust. Christopher has over a decade of experience in government privacy, security, and information governance and is committed to ensuring innovation strengthens both public trust and individual liberty.

Dan Caffee is an accomplished founder and investor with a strong track record of building technology companies and supporting visionary entrepreneurs. He has founded several successful ventures, including Teem, Neutron Interactive, JobDash, and VOZE, each focused on improving the workplace experience, recruiting, and education through innovation. As Founder and CEO of Neutron Interactive, he led the company to appear twice on the Inc. 500 list. Andrew Carr

Andrew is the Co-Founder and Chief Scientist of Cartwheel "The Motion Company", building AI tools for animators, artists, and scientists who need things to move. His background is mathematics and computer science from BYU where he went through the ACME program and did his graduate studies in computer science. Andrew is an expert in the field having worked as a scientist at Google Brain, OpenAI on Codex, and at Lyft on Self Driving Cars.

Kirk Cullimore

Senate Majority Leader

Senator Kirk A. Cullimore serves as Senate Majority Leader in the Utah Senate, representing District 19. He has been one of the state legislators in Utah and nationally addressing emerging technology policy, sponsoring landmark legislation on blockchain, digital assets, AI regulation, and data privacy. In his legal practice, he focuses on general business consulting, property rights, land use, and technology issues. Sen. Cullimore earned his law degree from the University of Oklahoma and began his career practicing federal Indian law before returning to Utah. He lives in Sandy with his wife and six children, and volunteers on several nonprofit boards supporting youth music education.

Marvin Dodge

Commissioner, Department of Government Operations

Marvin Dodge joined the Department of Government Operations as Executive Director in April 2023. Government Operations is responsible for Administrative Rules, Archives, Purchasing, Fleet, Finance, Risk Management, Facilities and Construction Management, Technology Services, and Human Resource Management for state agencies in Utah.

Prior to his appointment with GovOps, he worked for Southern Utah University, serving as the Chief Financial Officer and Vice President of Finance and Administrative Services. Mr. Dodge served in the same capacity at Snow College from 2008 until the time he joined SUU. As a member of the President’s Cabinet, Mr. Dodge oversaw all financial operations at SUU, including the Business Office, Cashiers, Treasury Services, Purchasing, and Internal Audit. Under his administrative services role, Mr. Dodge was responsible for all buildings on SUU’s campus, including maintenance, renovation, and construction. He is also responsible for the Office of Information Technology, Human Resources, Motor Pool, Enterprise Risk Management, Food Services, and the Bookstore. Mr. Dodge oversaw construction of several new buildings on campus, including the Beverly Taylor Sorenson Center for the Arts (Shakespeare Festival complex and Southern Utah Museum of Art), the Leavitt Business Building, Sorensen Weight Performance Training Center, and Bristlecone Hall. Mr. Dodge received a Bachelor of Arts and a Master of Public Administration from the Marriott School of Management at Brigham Young University, where he also taught Government and Nonprofit Finance classes.

Her work focuses on developing innovative AI approaches to support clinical decision making, and she is a
leader in mentoring, teaching, and policy formulation for AI in medicine. Dr. de Lacy received her undergraduate
and education at Oxford University and postgraduate education at Northwestern, UCSF, and the University of
Washington.

Danielle Faruq is the Division Director for Digital Health Policy at the FDA's Digital Health Center of Excellence. She began her career as a biomedical engineer and technical reviewer for cardiovascular and neurological devices at FDA. At Apple Inc., she led the submission of Apple's first FDA-authorized medical software on the Apple Watch and worked as a Health Studies Scientist, spearheading large-scale data collection for AI health features on the Apple Watch and iPhone. She has also held various roles in regulatory affairs, quality systems, and clinical operations at start-ups like WellDoc and Kintsugi Health. She has been back at FDA for just over 2 years, leading AI and digital health policy initiatives.

Eric Fish is a Partner at Hooper, Lundy & Bookman (HLB) and a recognized leader at the
complex intersection of healthcare law, artificial intelligence, and emerging technologies.
Leveraging a rare vantage point from working inside national regulatory and standard-setting
bodies, he blends sophisticated legal analysis with strategic business advice. Eric focuses on
counseling healthcare clients, innovators, and trade associations not merely to anticipate rapid

Prior to joining HLB, he served as the Chief Legal Officer of the Federation of State Medical
Boards (FSMB). There, he spearheaded foundational national guidance on the clinical regulation
of AI and led the drafting of the Interstate Medical Licensing Compact. He started his legal
career at the Uniform Law Commission, working directly with legislators, judges, and leading
legal practitioners to develop laws to improve interstate cooperation, facilitate commerce, and
reduce interstate economic barriers, ultimately rising to the position of Chief Legal Counsel.
Building on this executive leadership and unique perspective, he has become a sought-after
speaker, author, and media commentator in the national conversation on how AI and digital
technologies are transforming the future of care delivery and how policies should be developed

Tracy Gruber

Commissioner, Utah Department of Health & Human Services

Tracy S. Gruber was named executive director of the Utah Department of Human Services in January 2021 and, as of May 2026, serves as Commissioner. Previous to her appointment by Governor Spencer J. Cox, she was director of the Office of Child Care at the Utah Department of Workforce Services (DWS) and senior advisor for the Intergenerational Poverty Initiative. In 2017, she was named "Government Official of the Year" by the Community Action Partnership of Utah. She served as the chair of the National Association of State Child Care Administrators and represents Utah on the Education Commission of the States.

Prior to her service with DWS, Gruber was the senior policy analyst and director of state fiscal policy at Voices for Utah Children. Gruber’s work experience also includes serving as an analyst in the Illinois Senate, overseeing a public employee retiree organization, and administering the Utah State Bar New Lawyer Training Program.

Gruber received her undergraduate degree from the University of Wisconsin-Madison and her Law Degree from the Chicago-Kent School of Law.

Dr. Hotaling is the Chief Innovation Officer for University of Utah Health System as well as the
Associate Vice President of Research for Innovation and Translation, a Professor of
Surgery(Urology) and Director of Men’s Health at University of Utah, . Dr. Hotaling has founded
multiple companies related to men’s health, holds multiple patents, has over 300 publications
and has had over $10M in NIH grants related to male infertility, sexual medicine and BPH. He
was the president of the Society for the Study of Male Reproduction (SSMR) in 2022 and has
served in leadership positions in multiple national and international societies. He founded the
male infertility program at The University of Utah in 2013 after completing fellowship at

He very recently completed an IPA appointment at the National Science Foundation where he served as Office Director of the NSF Office of Advanced Cyberinfrastructure, as well as co-chair of the National Science and Technology Council’s Subcommittee on the Future Advanced Computing Ecosystem and the National Artificial Intelligence Research Resource Task Force (NAIRR). Manish’s research interests are in the broad areas of Parallel and Distributed Computing and Computational and Data-Enabled Science and Engineering and has published extensively in these areas. He has also deployed software systems that are widely used. Manish is the founding chair of the IEEE Technical Consortium on High Performance Computing (TCHPC) and serves on the editorial boards and organizing committees of a number of journals and international conferences and workshops. He has received several awards for his research and leadership, including the 2023 Achievement Award in High Performance Distributed Computing. Warren Pettine, MD, is the co-founder and CEO of MTN, which is tackling a fundamental barrier to AI: machines cannot use data they do not understand. MTN’s technology maps and maintains meaning across fragmented data systems, creating a foundation for more reliable analytics and AI transformation. Mark Sendak, MD, MPP, is the Co-Founder and CEO of Vega Health, a health AI platform company that facilitates the safe, effective, and responsible use of AI at scale. He also co-leads the Health AI Partnership, a learning collaborative that develops and disseminates best practices and provides technical assistance to advance the safe and responsible use of AI software within healthcare delivery organizations.

Prior to founding Vega Health, Mark spent over 10 years at the Duke Institute for Health Innovation (DIHI), where he led interdisciplinary teams of data scientists, clinicians, and machine learning experts to build technologies that solve real clinical problems. Together with the DIHI team, he built tools to transform chronic disease management within an Accountable Care Organization and detection and management of inpatient deterioration within hospitals. He has integrated dozens of data-driven technologies into clinical operations and is a co-inventor of software to scale machine learning applications and real-world evidence generation across health systems.

Mark has published over 60 manuscripts in top technical, clinical, and management venues, and while at Duke, secured over $12 million in external grant funding from government, philanthropic, and industry sources.

Mark obtained his Bachelor of Science in Mathematics from UCLA, where he was awarded the Charles E. Young Humanitarian Award, the top honor for community service, and his MD and Master of Public Policy from Duke University as a Dean’s Tuition Scholar.

David Wingate serves on the Utah Pro-Human Task Force and is an associate professor of computer science at Brigham Young University, where he works at the intersection of machine learning and social science. His research leverages large-scale language models, such as ChatGPT, to address pressing social problems like racism, conspiracy thinking, opinion manipulation, and political polarization. He received his BS and MS degrees in computer science from Brigham Young University in 2002 and 2004, a PhD in computer science from the University of Michigan in 2008, and was a postdoctoral fellow and research scientist at MIT from 2008-2010.
